From February23to March25,2026, RPRA is consulting on proposed updates to the cut-off thresholds thatdetermineif a producer is considered large or small for supply data verification reporting under the,ԻDz.
RPRA is proposing updatesto the thresholds to streamline producer categories across programs by using the average weight of supply. These changes are prompted by the updated management and collection requirements introduced in the 2025 regulatory amendments.

RPRA will consider all feedback received whenfinalizingthe producer cut-off thresholds.Stakeholder feedback and RPRA’s responses will be summarized in a consultation report.
RPRA will revise itsBatteries, ITT/AVand Tires Registry Procedures for supply data verificationto include the finalized thresholds.
Supply data verification timeline
Batteries, ITT/AVand tires producers who meet the “large producer” threshold in the finalized procedures willbe requiredtosubmita supply data verification report to RPRA byJune 30, 2026. Small producersare not required tosubmita verification report but will be subject to inspections.
Producersare still required tosubmittheir annual supply and performance reports to RPRA by the deadlines in the regulations:
RPRA will communicate with producers once the registry opens for reporting and again when the registry procedures have beenfinalizedahead of supply data verification reporting.
Note: Each year, producers must review and confirm whether they meet the largeproducerthreshold for each material they supply andare required tosubmita supply data verification report.
Background
Under the Batteries,ITT/AVand Tires regulations, producers must report supply data annually toestablishtheir management requirements for the following year.Supply data must bereportedand verifiedin accordance withRPRA’s registry procedures.
In 2025, the Government of Ontario amended theBatteries, ITT/AVand Tires regulations, which included updatingmanagement and collection requirements.Following these amendments, RPRA isrevising its registry proceduresto updatethe cut-off thresholdsused todeterminewhether a producer is considered large or small for supply data verification reporting.
