RPRA is proposing updates听to the thresholds to streamline producer categories across programs by using the average weight of supply. These changes are prompted by the updated management and collection requirements introduced in the 2025 regulatory amendments.鈥�听

Producers are encouraged to听submit听feedback after reading the proposal to听[email protected]鈥痓y听March听25, 2026.听

RPRA will consider all feedback received when听finalizing听the producer cut-off thresholds.听Stakeholder feedback and RPRA鈥檚 responses will be summarized in a consultation report.听

RPRA will revise its听Batteries, ITT/AV听and Tires Registry Procedures for supply data verification听to include the finalized thresholds.听

Supply data verification timeline听

Batteries, ITT/AV听and tires producers who meet the 鈥渓arge producer鈥� threshold in the finalized procedures will听be required听to听submit听a supply data verification report to RPRA by听June 30, 2026. Small producers听are not required to听submit听a verification report but will be subject to inspections.听听

Producers听are still required to听submit听their annual supply and performance reports to RPRA by the deadlines in the regulations:听听

• April 30, 2026:听deadline for batteries and ITT/AV
• May 31, 2026:听deadline for tires听

RPRA will communicate with producers once the registry opens for reporting and again when the registry procedures have been听finalized听ahead of supply data verification reporting.听听

Note: Each year, producers must review and confirm whether they meet the large听producer听threshold for each material they supply and听are required to听submit听a supply data verification report.

Background

Under the Batteries,听ITT/AV听and Tires regulations, producers must report supply data annually to听establish听their management requirements for the following year.听Supply data must be听reported听and verified听in accordance with听RPRA鈥檚 registry procedures.听

In 2025, the Government of Ontario amended the听Batteries, ITT/AV听and Tires regulations, which included updating听management and collection requirements.听Following these amendments, RPRA is听revising its registry procedures听to update听the cut-off thresholds听used to听determine听whether a producer is considered large or small for supply data verification reporting.听听
